§ Mr. HoughtonThe Group has represented to me and to my right hon. Friend the Minister of Pensions and National Insurance that there should be a new benefit called National Disability Income for all disabled people regardless of causation, need or contributions. We have assured the Group that the problems of disabled people will be considered in the course of our review of the social services.
