Mr. Lipton

asked the Prime Minister whether it was with his authority that the honourable and gallant Gentleman the Member for Harrow, East was told formally on 9th September 1965 that he must not go to Russia; what evidence there was for the view that to do so would expose him to risk; and whether he will make a statement on any security aspects.

The hon. and gallant Gentleman was not told on 9th September or at any other time that he must not visit Russia. In reply to the second part of the Question, by 9th September the hon. and gallant Gentleman was already in touch with the security authorities about the matters in question. Subsequently there was a thorough investigation by the Security Service of all the information made available to them by the hon. and gallant Gentleman about his dealings with the Russians over the last 30 years. As a result of this investigation I am satisfied that no question of breach of national security arises.
