§ The Prime MinisterPrimary responsibility rests with the Government of Zambia itself. The responsibilities of my right hon. Friend the Secretary of State for Commonwealth Relations include the co-ordination of our arrangements for assisting in transporting oil. The negotiation of contracts on Her Majesty's Government's behalf is a matter for the Department concerned.
