asked Her Majesty's Government:

Whether it is a fact that Mr. C. V. Nunes, the former Minister of Education in British Guiana, has been held in detention under emergency powers for some months without any specific charge being brought against him; and, if so, whether responsibility does not lie with the British Government; and what action it is proposed to take in the matter.

Mr. Nunes has been detained since the 26th June, 1965. Under the British Guiana Constitution, internal security, including the making and revocation of detention orders, is a matter for the British Guiana Government. There is an Advisory Tribunal to which any detainee may apply for a review of his case. I understand that Mr. Nunes has not applied to have his case reviewed.
