asked the Minister of Transport if she will discuss with the Motor Insurers' Bureau improvements in car insurance along the lines suggested by the Consumer Association.

The primary purpose of compulsory motor insurance is to ensure that third parties who are killed or injured in road accidents, through no fault of their own—or the dependants of those killed—are compensated. I do not think that the Consumers' Association has suggested that this purpose is not being achieved. Nevertheless, any implications which the Association's report may have on road traffic legislation will be considered by the Department.
