asked the Secretary of State for Scotland why general traffic is not allowed to use the bridge over the River Esk at Musselburgh, which was constructed in order to allow equipment to get to the Cockenzie Power Station.

Planning permission for the bridge restricts its use to the power station traffic. It has however been opened under specific planning permission for race meetings.
