Mr. Higgins

asked the Chancellor of the Exchequer what percentage of the 23rd Report of the National Board for Prices and Incomes is blank paper; who was responsible for the layout of the report; and what steps are being taken to reduce the cost of such reports by economising in the use of resources.

Excluding the cover, which cannot be used for printing text, 3 pages, or 12½ per cent., of the report are blank. To eliminate any of these would have increased the cost of production, not reduced it.

The design agreed between the Board and the Stationery Office at the inception of this series of reports requires each chapter to begin on a new page to aid clarity and facilitate production. This sometimes results, as in this case, in a number of part blank pages at the end of chapters.
