§ Mr. RossThirty-three education authorities have submitted proposals covering the whole of their areas; the two remaining authorities have submitted proposals for parts of their areas. The proposals submitted by twenty have been wholly or very substantially approved together with one part-scheme; the remaining proposals are still under consideration.
