§ 77. Mr. James Davidsonasked the President of the Board of Trade if he will seek to amend the Civil Aviation (Licensing) Act 1960 so as to provide that before making a decision on appeals from the Air Transport Licensing Board relating to air services from Scotland he will consult the Secretary of State for Scotland.
§ Mr. JayNo. I am already able to have appropriate consultations with the Secretary of State for Scotland.

Mr. James Davidsonasked the President of the Board of Trade if he will seek powers to enable him to permit direct air services from Scotland to an overseas destination regardless of the possibility of material diversion of traffic from existing scheduled services to that overseas destination from London.
§ Mr. JaySince under the Civil Aviation (Licensing) Act, 1960, material diversion is only one of several factors which have to be considered, there is no need for such a power such as my hon. Friend suggests.
