Whether they are aware that:
- (i) Turf is being laid on an embankment on the Monmouth By-pass at a cost of about 4s. 6d. per square yard, when the same area could have been soiled and seeded for 1s. 3d. per square yard.
- (ii) That this is not the right time of year to lay turf.
§ LORD CHAMPIONTurfing was specified in the contract so as to give better protection against erosion by flood-water from the River Wye. It is the contractor's responsibility to establish the turf and to judge the most suitable time for laying it.
