asked Her Majesty's Government:

Whether they are aware that:

  1. (i) Turf is being laid on an embankment on the Monmouth By-pass at a cost of about 4s. 6d. per square yard, when the same area could have been soiled and seeded for 1s. 3d. per square yard.
  2. (ii) That this is not the right time of year to lay turf.

Turfing was specified in the contract so as to give better protection against erosion by flood-water from the River Wye. It is the contractor's responsibility to establish the turf and to judge the most suitable time for laying it.
