§ Rear-Admiral Morgan Gilesasked the Minister of Transport whether, in view of paragraph 37 of the White Paper on Transport Policy, she will now authorise an earlier start on the Kingsworthy Link Road, so that heavy industrial traffic from the Midlands to Southampton Docks can avoid passing through the city of Winchester.
