§ Mr. Roy JenkinsI have no reason to think that the penalties available to the courts—which include imprisonment for life for the most serious offences—are inadequate. Believing that one of the most effective deterrents to crime is to increase the likelihood of detection, I am doing everything possible to increase the strength and effectiveness of the police.
