§ Mr. John MorrisThe draft regulations which my right hon. Friend circulated to interested organisations for comment on 11th July would require seat belts to be fitted to the driver's seat and any forward facing front passenger seats of certain new vehicles including taxis and hire-cars.
She has no plans at present for extending compulsory fitting to rear passenger seats or to existing vehicles but she will of course further consider the scope of the proposed regulations in the light of comments received.
