asked the President of the Board of Trade if he is satisfied that the overcrowding of the Channel packets does not involve breach of the regulations securing safety at sea; and if he will make a statement.

The numbers of passengers carried in ships on cross-Channel voyages are governed by regulations made under the Merchant Shipping Acts and in accordance with the International Convention for the Safety of Life at Sea.
