asked the Minister of Transport what are the traffic safety reasons for not providing full width hardshoulders as distinct from narrow stabilised verges on the Swanley bypass.

The Swanley Bypass has been designed for all kinds of traffic and pedestrians. Hardshoulders are normally justified only on special roads where there is an uninterrupted flow of high speed traffic.
