§ Mr. HealeyOur policy is to collectivise our nuclear deterrent forces within the framework of arrangements to strengthen the nuclear interdependence of the West. The most urgent and important aspect of this problem is to improve the means of reaching agreed decisions about the use of the nuclear weapons available to the alliance. N.A.T.O.'s special committee of defence Ministers has made substantial progress on this aspect during the past nine months. Its latest meeting was in Paris last week.
