asked the Minister of Transport whether she will issue a general direction, in the public interest, to the British Waterways Board that wherever possible canal towpaths should be open to the public and not fenced and walled off to them.

No. The extent to which access to towpaths needs to be controlled and the way this should be done varies from place to place. The British Waterways Board are the best judge of this, in consultation, when appropriate, with local authorities and others concerned.
