§ Mr. PadleyThe policy of Her Majesty's Government remains as described in the White Paper entitled "Gibraltar: Recent Differences with Spain" (Command 2632) of April, 1965. This made it clear that Her Majesty's Government remains ready to entertain proposals by Spain for conversations but cannot embark on substantive discussions as long as an abnormal situation on the frontier continues and cannot regard sovereignty as a matter for negotiation.
