asked the Secretary of State for Wales what arrangements exist in his Transport Department for consideration of planning consents for high- way considerations and of planning appeals arising from them.

Before a local planning authority grant permission for a development which would affect a trunk road, they must consult me as highway authority. Any such applications are handled by the Roads Division of the Welsh Office.

If an application for development is refused, a developer has a right to appeal to me under the provisions of the Town and Country Planning Act, 1962. My advice on such appeals is provided by the Planning Division of the Welsh Office. In the case of appeals affecting highway developments, the Roads Division of my office would naturally be consulted.
