§ Mr. George ThomsonHer Majesty's Government consider that the right organ of the United Nations in which decisions of this kind should be taken is the General Assembly. The United Nations Charter makes no distinction between procedural and non-procedural questions in the General Assembly but lays down that a two-thirds majority is required there for decisions on important ques-20W tions. Her Majesty's Government believe that the question of a change in Chinese representation, which it supports, is beyond any doubt an important question.
