Member for Lichfield and Tamworth, Mr. J. Conchar of Lichfield, details of which have been sent to him.
§ Mr. George ThomasI am informed by the Chief Constable of Staffordshire that in all the circumstances of this case he decided that there were not sufficient grounds for prosecution. Responsibility for enforcing the traffic laws rests with chief officers of police, who take great care to ensure that the fullest information is before them before deciding what action is to be taken in individual cases.
