§ Mr. Roy JenkinsPreliminary engineering studies have been made, but no decision has been taken to start the construction of a second runway for London (Gatwick) Airport. It will be for the British Airports Authority, in consultation with my Ministry, to decide how and when they wish to proceed in this matter.
