asked the Secretary of State for the Colonies if he will make a statement about the constitutional future of the islands in the eastern Caribbean.

In recent months most of the Governments in the Leeward and Windward Islands have submitted requests for constitutional change. These have been carefully considered by the British Government. As a result I have put certain suggestions to the Governments which they are now considering.

I have asked Sir Stephen Luke to visit the territories on my behalf for private discussions with the Governments. Sir Stephen, accompanied by a legal adviser, is leaving London on 13th November and I hope to make a fuller statement on this subject after his visit.
