asked the Minister of Transport (1) whether he is aware that the delays in the completion of the traffic survey on the A.25 are causing delay in decisions on the extension of the programmed section of the south orbital road and on major works on the A.25, and that this is causing concern among those anxious to improve the increasing congestion of traffic in these areas; and what steps he proposes to take to hasten action;

(2) when he now expects the report on the survey of traffic on the A.25 to be completed, having on the 15th February

  1. (c) changes in journey length;
  2. (d) the rate at which congestion is likely to increase at particular points, e.g. intersections;
  3. (e) the extent to which congestion on the existing road is likely to be alleviated by other planned improvements;
  4. (f) the need to facilitate other forms of development, e.g. New Towns;
  5. (e) the need to consider the environmental and social effects of congestion and accidents.

The following is the information:

forecast completion in about four months; and what are the reasons for further delay.

I still expect to receive a report in the course of next month. Decisions dependent on it relate mainly to major schemes for the longer term rather than to those in the current five year programme.
