Campbellasked the President of the Board of Trade whether Her Majesty's Government will take steps to establish in England and Wales a system of staggered holidays for different towns and areas, similar to that existing in Scotland, to replace the present Bank Holidays, with the object of reducing congestion and discomfort.
§ Mr. DarlingI agree that there are advantages in the Scottish system of locally arranged town holidays. I do not think, however, that the imposition of a system of this kind by the Government in England and Wales in substitution for bank holidays would be acceptable to public opinion.
