Friend's policy to increase the price of housing land by encouraging local authorities to bid against each 197W other; nor is there any occasion for the Greater London Council and the London Boroughs to compete for land. He has asked them to prepare their housing programmes in consultation with each other, and he has powers to adjust the balance between them.
