§ Mr. PadleyIt is contrary to practice to disclose the reasons why a temporary travel document is refused by the Allied Travel Office in Berlin in any particular case. With regard to the second part of the question, the issue of travel documents to East Germans by the Allied Travel Office is governed by rules agreed by all the North Atlantic Treaty Organisation Allies, and a document would not be refused simply as a result of objections by any one member Government.
