§ Mr. MacCollThe National House-builders Registration Council's scheme is certainly not perfect, and the Council are currently taking steps to improve it. But the Council's certificate, and the builder's undertaking to remedy defects which is associated with it, do provide some protection for purchasers. My right hon. Friend is consulting a wide range of interested bodies on the general question of protection for house purchasers.
