§ Mr. George ThomasThe Home Office maintains a list of known addicts from which statistics are prepared annually. These show the number of addicts on 31st December, 1963, as 635. The provisional figure for 31st December, 1964, is 667.
26Whostel scheme obviously did not then succeed in its primary object of rehabilitation, but as I have previously stated, my right hon. Friend believes that there is a specially good chance that Craig will not now abuse the trust that has been placed in him.
