§ Mr. BennA special research group has been making a survey of the pay and conditions of service of workers outside the Civil Service who are employed on work broadly comparable to the work of postmen. The group's report will be completed very shortly. It is not a function of the group to make recommendations; the information in its report will form a basis for negotiations between the Post Office and the Union of Post Office Workers about the pay of postmen.
