asked the Minister of Transport what are the average failure rates in driving tests nationally and in the County Borough of Lincoln for each of the last three years.

Nationally, the failure rate in driving tests for each of the last three years has been 50 per cent., 51 per cent. and 52 per cent. respectively. Records for each driving centre are usually kept only for one year, but I am aware that the failure rate at Lincoln has been above the average, and has been rising, during the last three years. It reached 67 per cent. in 1964. I am studying the reasons for this exceptionally high failure rate, and will write to my hon. Friend.
