73. Mr. Turton

asked the President of the Board of Trade whether Her Majesty's Government will approach the Organisation of the General Agreement on Tariffs and Trade with a view to amending the Agreement so as to render possible the modernisation of Commonwealth preferential arrangements, and to permit member nations to impose temporary fiscal as well as quantitative restrictions on imports at a time of balance of payment difficulties.
