asked the Prime Minister what discussions he had, before deciding the terms of reference of the Royal Commission to consider the roôle of trade unions and employers' associations, with that section of the population who are neither employers nor members of a trade union.

The Prime Minister

It is the duty of the Government to take account of the interests of all sections of the population. The terms of reference of the Royal Commission do this.
