§ Mr. Ellis Smithasked the Minister of Labour if he will introduce legislation to empower him to ensure that, in the event of a shortage of orders in any industrial concern, systematic short time shall be worked in preference to the issuing of notices of discharge, that steps shall be taken to transfer workpeople to other places within a reasonable radius of their homes, and that the transfer of highly-skilled men shall be made to places where their skill is required.
