§ Mr. M. StewartHer Majesty's Government believed that it would have been wrong to compel the Assembly to vote on 165W the application of Article 19 whilst there remained a possibility of a negotiated solution. We considered that the outcome whichever way the vote went would have done more harm to the United Nations than a further postponement. The overwhelming majority of members shared this view.
