§ 28. Mr. Chichester-Clarkasked the Secretary of State for Education and Science which galleries in receipt of public funds have a system of lending pictures to other galleries, to public bodies and to local festival committees.
§ Miss Jennie LeeThe National Gallery and the Tate Gallery both have loan schemes which are organised in collaboration with the Arts Council. The pictures are normally loaned to municipal galleries in the provinces who are able to satisfy the necessary security requirements. So far none of the works available under these schemes have been loaned to local festival committees or public bodies other than properly constituted galleries.
The Victoria and Albert Museum provides many exhibitions of paintings and these are available to any authority or group which can satisfy the loan conditions. The National Portrait Gallery, the British Museum, the Imperial War Museum, the London Museum, the National Maritime Museum, the National Museum of Wales and the National Galleries of Scotland all lend pictures to other galleries and public bodies and some would consider, on its merits, an application from a local festival committee.
