§ Mr. CroslandNo satisfactory calculation on this basis is possible owing to the changing conditions for student grants over the period, including the change from discretionary to standard rates in 1960, alterations in the treatment of fees and periods of vacation, and the difference between the components of student expenditure and those taken into account in the retail prices index.
