asked the Minister of Overseas Development (1) how many qualified engineers, scientists, and technologists have been seconded from the public sector of British industry for private sector and public sector projects, respectively, in each of the last five years in the Commonwealth and developing countries, respectively; and what has been the cost of the financial assistance granted by Her Majesty's Government for such technical assistance;
