§ Mr. Tom FraserNo. An independent investigation was carried out in 1963 by Sir William Carrington, who reported that the financial information which the Railways Board supplied to the Committees when passenger closures were proposed was appropriate for the purpose of assisting them to carry out their duties under the Transport Act, 1962. Those duties are confined to reporting on hardship which closure would cause and to suggesting means of alleviating it.
