§ Mr. Tom FraserThis is one of the many aspects of driving which it is impracticable to stipulate in terms sufficiently precise for a regulation to be enforceable. But the police can already act, where it would be appropriate, under the provisions of the Road Traffic Acts related to driving dangerously or without reasonable consideration for other road users. Beyond that I regard the matter as a subject for advice and education of drivers through the Highway Code and other propaganda material.
