§ Mr. PadleyWe share M. Rapacki's desire for a relaxation of tension in Europe and are ready to consider any proposals which would help to achieve it. We agree that a conference on European security could be useful; but it would require very careful preparation, and the general political situation would have to be more favourable than at present for such a conference to offer hope of progress.
