asked the Minister of Transport (1) what is his estimate of the number of accidents that have been caused on all roads as a result of the failure of motorists to dip their headlights when approaching oncoming traffic in each of the last five years to the nearest convenient date;

(2) what is his estimate of the number of accidents that have been caused on motorways as a result of the failure of motorists to dip their headlights when approaching oncoming traffic in each of the last five years to the nearest convenient date.

This information is not available. Many accidents result from a number of factors and it is often impossible to identify a primary cause. The considerate use of lights is an important part of good driving, and this is stressed in the Highway Code and in road safety propaganda.
