SoskiceThe interception of communications may be authorised only on the personal warrant of a Secretary of State, and I follow the practice recommended by the Committee of Privy Counsellors appointed in 1957 to inquire into this subject. Paragraphs 57–68 and 133–152 of their Report deal with the circumstances in which a warrant may be issued.
