The Earl of Dalkeithasked the Minister of Transport whether he has received the proposal from the British Railways Board for the closure of the Edinburgh Hawick-Carlisle line; and whether this is a case where, in accordance with his announced policy, he will inform the Board that the proposal is obviously unacceptable.
