Sailing may be affected by water abstraction or by a river authority's proposals for minimum acceptable flow, with which I am concerned; by flood 327W prevention works, with which my right hon. Friend the Minister of Agriculture, Fisheries and Food is concerned; or by the byelaws of a navigation authority, requiring confirmation by my right hon. Friend the Minister of Transport. My right hon. Friend the Secretary of State for Education and Science has a general responsibility for matters concerning sport.
