asked the Minister of Housing and Local Government if he is aware that some local authorities take years to pay their accounts, whereas other authorities demand a discount for prompt payment; if he will recommend councils to adopt the latter policy; and if he will make a statement.

No, but if the hon. Member has evidence my right hon. Friend will look into it. The payment of accounts is a matter for the local authority to deal with under arrangements normally provided for in their standing orders and financial regulations.
