§ 56. Mr. Philip Noel-Bakerasked the Secretary of State for Foreign Affairs if he will propose to the Security Council of the United Nations that it should call upon the members of the United Nations to apply against Rhodesia the measures not involving the use of armed force which are set out in Article 41 of the Charter, namely, the complete or partial interruption of economic relations, and of rail, sea, air, postal, telegraphic, radio, and other means of communications, and the severance of diplomatic relations.
