The Council's terms of reference are:—

  1. (a) To advise the Minister of Transport and, as appropriate, the Secretaries of State for Scotland and for Wales, upon the orientation and scope of research on roads and road traffic, including the design, construction and maintenance of the road system, traffic engineering, road safety and the interaction of the technical problems with economics.
  2. (b) To submit reports from time to time.
