Mrs. Thatcher

asked the Minister of Land and Natural Resources what methods will be adopted for selecting persons to whom houses will be sold below market value on the crownhold system of tenure.

Mr. Willey

Generally speaking schemes for concessionary crownhold disposal will be controlled by local authorities, housing associations or co-operative groups who will be able to employ whatever methods of selection they think fit in the light of their experience in such matters.

Mrs. Thatcher

asked the Minister of Land and Natural Resources how many surveyors and other professional staff he estimates will be required by the proposed Land Commission to carry out its functions under Command Paper No. 2771.

Mr. Willey

A preliminary estimate is that the number of professional staff initially employed by the Land Commission will be under 40, mainly solicitors and surveyors.

As my hon. Friend explained to the hon. Member on 1st November, 1965, valuations will be the responsibility of the Valuation Office of the Inland Revenue.

Mrs. Thatcher

asked the Minister of Land and Natural Resources whether land in comprehensive development areas of which the local authority own the freehold, but in respect of which they grant leases, will be regarded as held by them for the purposes of Command Paper No. 2771, and thus exempted from the levy.

Mr. Willey

Local authorities will not be liable for levy when they grant leases of land held by them in comprehensive development areas.

Mrs. Thatcher

asked the Minister of Land and Natural Resources whether local authorities who own freehold land within a town development area and grant leases for offices, shops, etc., will be liable to levy; and how this will be calculated.

Mr. Willey

Local authorities will not be liable to levy in these circumstances.
