§ Mr. C. PannellThe regulations lay down that a permit issued by the Serjeant-at-Arms' office to a Member for photography on the Terrace is valid for all the members of the party he is conducting. They, however, may photograph only the Member himself—with his permission—or the remainder of their own party. I have consulted the authorities of the House, who have issued an instruction to the custodians to clarify the application of this regulation.
